This floor is a prison area. Notice that, except for the one at the start you can get into all the unoccupied cells.

A 1-up is found in one behind a set of pushwalls in the south-eastern part of the floor.
The Gold Key and the Silver Key are found in two others.

Then move on towards the elevator in the south-west corner.
